Featured Topics are social issues pertaining to the current social state and we want to offer the granularity which would allow our clients to either positive or negative target such content. They are not created under IAB categories but you can find them in our Contextual Categories in Agents UI.
For contextual API users, you will see the segment ID(s) returned in the API response if the page classification matches the definition.
The segments are also available in Xandr DSP Segment Manager.
